Northern Arizona University's licensure table reads Meets for Minnesota on all four NP plans. The complication is licensing. Minnesota issues only single-state nursing licenses, which stop at its border, so you need a plan for NAU's Arizona license rule on top of your home license.

Minnesota's rules for out-of-state NP students
Minnesota regulates the programs that run inside it, and research found no extra approval step for schools elsewhere. It relies on exemptions instead. The one that fits a working RN is Minn. Stat. 148.271(6): a nurse licensed in some other state who is in Minnesota for a structured degree course, a master's for instance, may practice at the advanced level as part of that course. A Board rule, Minn. R. 6305.0300, stretches a second exemption to schools approved in their own state, on condition that whoever supervises is a currently registered Minnesota RN.
Individual systems may set a higher bar. Mayo Clinic's page for NP clinical education, describing its own policy, lists four things: an affiliation agreement between Mayo and the school; the student's Minnesota nursing license, unencumbered and currently registered; a background study through the Minnesota Department of Human Services; and the school's faculty of record licensed, as RNs or APRNs, wherever the rotation happens.

Preceptors, MERC and where students search
AANP gives Minnesota full practice once a new NP has spent 2,080 hours working with a physician or APRN collaborator. Beyond that point Minnesota NPs run independent practices and can precept an NAU student alongside physicians, as long as they meet NAU's preceptor requirements.
Students here usually search in four metros, the Twin Cities area first, then Duluth, Rochester and St. Cloud. Among larger systems, students research Mayo Clinic, Allina Health and M Health Fairview, and also Essentia Health and HealthPartners. Each keeps its own student rules; none is described here as an NAU site.
Minnesota does fund clinical teaching, but not in a way that follows an NAU student. MERC, a Department of Health program, offsets part of what Minnesota sites spend on accredited clinical education, APRN training among it, and it pays only when the school behind the student is also in Minnesota.
Licensing: covering two states
Minnesota has no compact bill pending, so its licenses are single-state. NAU's admission rule asks for an Arizona license, eligibility for one, or a license that meets Arizona's multistate rules, and the 2022-23 FNP guidelines also want a license valid where you train. For a Minnesota nurse that usually means two credentials, a Minnesota license for local clinicals and an Arizona path for NAU. Questions NAU students ask
Can I do NAU's online FNP while living in Minnesota?
NAU's table marks the MS FNP and the FNP certificate Meets for Minnesota, and both PMHNP plans too. Sort out licensing early. Minnesota never joined the compact, so a Minnesota license by itself leaves NAU's Arizona license rule unmet.
Do out-of-state NP students need a Minnesota license for clinicals there?
A Minnesota resident working as a nurse holds one already. The statute excuses RNs licensed elsewhere who practice as students in a higher-degree course, but individual sites can demand more: Mayo Clinic's own NP program wants a clean Minnesota license plus a background check run by the state's human services department.
Does Minnesota pay NP preceptors?
Not directly. The state's MERC program defrays some training costs for Minnesota sites that host accredited clinical education, APRN rotations among them, but the school has to be in Minnesota too. An NAU student therefore brings the site no MERC money. Research found no Minnesota payment or tax credit for individual preceptors.
My home is in Wisconsin but my hospital is in Minnesota. Which state counts?
NAU's disclosure rules follow where you are located, and its table marks Wisconsin Does Not Meet for the NP plans, so a Wisconsin address brings in NAU's attestation that you intend to work in another state. Report your location to NAU each term and talk to your program before relying on Minnesota.
