California: NAU's online NP programs and the clinical question
California nurses can study in Northern Arizona University's online NP programs, and NAU's licensure table answers Meets for all four NP plans there. The sticking point is the practicum: California's Board of Registered Nursing admits an out-of-state NP program's students to California clinical sites only after approving the program, so settle where your hours will happen first.

Those four answers concern coursework: NAU judges that its NP curriculum covers the education California expects of an NP applicant. They make no claim that an NAU student may train in California, a decision the Board of Registered Nursing keeps for itself.
Enrolling from the one state outside SARA
California is the lone holdout from NC-SARA, the agreement that lets NAU teach across state lines and run practica and other experiential learning in member states, which as of November 2024 meant everywhere else. NAU still states that students located in California can join its distance education offerings, so your online classes are open.

The Board's gate for out-of-state NP clinicals
California's rule lives in 16 CCR 1486. Under it, no out-of-state nurse practitioner school may seat a single student at a California clinic until the Board has said yes. An approved school follows the NONPF and AACN standards for NP education, uses preceptors the Board accepts, and teaches the California law NPs work under, standardized procedures included. A Board form verifying clinical practice experience starts the process, a Board vote ends it, and each California preceptor gets an NP Program Preceptor form in the school's files.
The Board's summary for NCSBN is blunter: without California approval, online students of an out-of-state program get no California clinicals, and their clinical faculty need California licenses. Family and psychiatric-mental health, NAU's two tracks, both appear among the tracks the Board reviews. Our research found no public sign that NAU holds this approval, so ask your program coordinator before recruiting anyone in California.
If that door opens, the regulation also describes your preceptor: a current California license in their profession, qualification in your NP category, an orientation from the school, a faculty evaluation no less than every other year, and a written role agreement signed by site, preceptor and school. NAU's standard, on NAU's preceptor requirements, applies too.
Protocols, systems and metros
AANP files California under restricted practice: some settings and procedures still tie an NP to a standardized protocol agreement, with exemptions the Board explains. Ask any California candidate how protocols shape their day, since they will shape yours.
Greater Los Angeles alone counted about 12.8 million people in 2025 Census Bureau estimates, more than the Riverside-San Bernardino-Ontario and San Francisco-Oakland-Fremont areas combined, and San Diego adds roughly 3.3 million more. NP students there often start with big names such as Cedars-Sinai, Stanford Health Care, Sutter Health, Kaiser Permanente (run as a northern and a southern region) and the University of California's academic health centers. Those are examples of where preceptors work, not sites that accept NAU students, and our research found no California preceptor incentive.
Licenses: separate in each state
California has no pending Nurse Licensure Compact bill and never passed the APRN Compact, so each license you hold works in its own state only. Clinical time with California patients needs an active California RN license under subsection (d) of the same regulation. Clinical time in Arizona needs an Arizona RN license, the one NAU and Arizona's student exemption both look for there. California NP certification, later on, also starts from a California RN license.
That makes Arizona worth asking about: the 780 FNP hours of NUR 661, NUR 663 and NUR 665, or the in-person NUR 680 practicum, with Arizona preceptors on an Arizona license. The RN license guide and our Arizona guide cover that route.

Questions NAU students ask
Is NAU's online FNP program open to California residents?
Yes. NAU says students located in California can join its distance education offerings even though California sits outside NC-SARA, and its licensure table lists the MS FNP and FNP certificate as Meets there. The open question is where your clinical hours can happen.
Has the California BRN approved NAU for NP clinicals?
Our research found no public NAU or Board statement either way, and the Board decides each program's request by vote. Your program coordinator, working with NAU's State Authorization Compliance office, can tell you whether California clinical sites are open to NAU students before you recruit a preceptor there.
Do California nurses need an Arizona RN license for NAU?
For clinical hours in Arizona, yes. California has never joined the Nurse Licensure Compact, which leaves a California-only nurse with no privilege to practice in Arizona. NAU's admission wording accepts an Arizona license, eligibility for one, or a multistate license meeting the Arizona Board's rules, so check which of those you can show.
Does the PMHNP in-person rule matter for California students?
Yes. NAU's catalog marks NUR 680 as requiring in-person engagement, so the psychiatric practicum needs a physical site and a preceptor on hand. For a California resident, that puts the Board approval question, or an Arizona site on an Arizona license, at the center of planning, so settle it early with your program coordinator.
